Tianjin Project Office of CSP Rail Traffic Security Department Wins Tianjin 2023 Security Check & Counter-terrorism Emergency Response Competition for the Entire Tianjin Metro Network!

On September 22, Tianjin Public Security Bureau held the annual security check and anti-terrorism emergency response competition, in which we, representing China Communications Construction Company, participated and emerged as the winner in the Tianjin Metro network category.
In August of this year, the Tianjin Project Office of Rail Traffic Security Department under China Security & Protection Group Co., Ltd. (CSP) received a notice from its superior: "To further enhance the counter-terrorism prevention and emergency response capabilities of the Tianjin rail transit system, actively establish six highly efficient, skilled, and specialized counter-terrorism emergency response units for key targets, improve the integrated training mechanism of 'learning, practicing, competing, and fighting', and enhance the collaboration between the police and enterprises, the Public Transport Bureau will take the lead in organizing a large-scale counter-terrorism emergency response competition for the Tianjin rail transit system on September 22, 2023, involving all operating organizations and security companies." Upon receiving the notice, the Tianjin Project Office attached great importance to it and actively organized all staff members to participate in training, and conduced drills in batches to enhance their operational capabilities.
To ensure excellent performance in the competition, the Office made meticulous preparations, mobilizing key personnel and dedicating extra time for training while fulfilling their daily duties. Firstly, they focused on practicing the training content of "display of collective image, detection of suspicious items, and counter-terrorism emergency response" repeatedly. Secondly, they refined the contents of counter-terrorism emergency response as four confrontational exercise subjects of "violent attacks, nuclear, biological, and chemical attacks, refusal of inspection due to intoxication, and handling of suspicious packages", ensuring a thorough understanding of the procedures. Thirdly, they carefully studied the competition plan and response subjects, actively participating in rehearsals prior to the event.
On the day of the competition, a total of 15 representative teams were present for observation and learning. During the link of "collective image display", the team members exhibited high morale, maintained impeccable formation, provided clear verbal guidance, and executed precise maneuvers, showcasing an exemplary spirit. For the link of "detection of suspicious items", metro security personnel formed tactical groups, with coordination between the front-line and checkpoint positions. Through a "red-blue confrontation" format, they showed their professional skills in identifying and differentiating various prohibited items. As for the link of "security inspection emergency response", the team members seamlessly collaborated with the police and auxiliary police officers, successfully completing spot checks for multiple emergency scenarios with "minimum operational units", including violent attacks, nuclear, biological, and chemical assaults, refusal of inspection due to intoxication, and handling of suspicious packages. The subjects were diverse, with content closely aligned with real-life situations. With their exceptional qualities and proficient handling abilities, the 11 team members smoothly, methodically, and triumphantly concluded the competition, achieving an outstanding score of 94 points and securing the first-place position.
Through this competition, the team members have deepened their awareness of counter-terrorism responsibilities. They actively cooperate in strengthening inspections and patrols of key targets in their daily work, promptly identifying and eliminating risks and hazards. This ensures that all counter-terrorism measures are implemented effectively and consistently, with every second dedicated to fulfilling legal obligations, responding to counter-terrorism emergencies, and maintaining seamless coordination. We are determined to firmly hold the bottom line and red line of "zero violent terrorist cases". Furthermore, we will share the lessons learned from the competition with other project offices, effectively demonstrating the effect of "leading by example", and comprehensively enhancing the overall counter-terrorism prevention and emergency response capabilities of the company's Rail Traffic Security Department.
